New charge, fee rates set for inland waterway vessels

Hanoi (VNA) - From the beginning of 2017, new charge and fee rates will apply at inland waterway ports and landing stages, according to Circular No. 248 issued by the Ministry of Finance.

The circular, which replaces Circular No. 59 issued in March regarding charges and fees collected by inland waterway administrations, introduces new charge and fee rates applicable to inland waterway craft, seaplanes, foreign waterway vessels and seagoing ships that enter and operate at licensed inland waterway ports and landing stages.

Inland waterway, maritime and other competent authorities assigned or authorized to manage inland waterway ports and landing stages will be responsible for collecting these charges and fees in accordance with law.

The regulation stipulates that such charges and fees will be exempted for vessels of the Ministry of National Defense or Ministry of Public Security used for defense and security purposes (except those used for economic purposes), vessels of customs offices, and vessels of the traffic inspectorate and inland waterway authorities.

Also eligible for charge and fee exemption will be vessels seeking storm shelter or emergency aid, cargo vessels of under 10 tons or passenger vessels with under 13 passenger seats, and flood and storm control vessels.

Specifically, the notification charge rate for seagoing ships and seaplanes will be VND 100,000 per notification. This rate is halved for inland waterway vessels and foreign waterway vessels.

The fee for entry into and departure from inland waterway ports and landing stages will range from VND 5,000 to VND 50,000 per voyage, depending on the gross tonnage of cargo vessels.

A tonnage fee of VND 165 per gross ton will apply to vessels, loaded or unloaded, upon entry into or departure from an inland waterway port or landing stage, according to the circular.-
