Hanoi (VNA) - Since the issuance of Decree 67/2014/ND-CP, insurers have become fishermen’s reliable companions, thus the fishermen feel secure when heading to the sea, contributing to affirming the country’s sea and island sovereignty.

Decree 67 stipulated a number of fisheries development policies with focus on investment, credit, insurance, tax incentives and some other policies to develop fisheries.

Under the document, the central budget supported 90% of the insurance premium for ships with a total main engine capacity of 400 HP or over each.

After two years of implementation, the decree has achieved positive outcomes, attracting the participation of fishermen in 28 costal provinces and cities nationwide.

Protecting fishermen from risks

Petrolimex Insurance Corporation (PJICO) is one of the insurers participating in the fishing vessel insurance programme under Decree 67/2014-ND - CP.

According to PJICO, there are many cases having been received compensation worth billion of VND from the insurer. For example, Thai Thuan Tot, a fisherman from the southern coastal city of Vung Tau received 784 million VND, Nguyen Van Luong from the Red River Delta Thai Binh province received 402 million VND, or Quang Van Toan, a fisherman from the central province of Nghe An was paid 172 million VND in compensation from PJICO.

These said-above examples manifest the fact that the fishing vessel insurance programme has become a mainstay to ensure fishermen’s interest, helping them stabilise their life an continue heading to the sea regardless of risks.

Cao Van Huu, owner of NA 900257TS fishing vessel from Quynh Luu district, Nghe An province said he bough insurance from PJICO for his fishing vessel under Decree 67. When preparing to go out to sea, his vessel was broken. He has completed documents for assessment and will receive compensation of 750 million VND.

The total amount of compensation is estimated at 82.1 billion VND and will keep increasing, PJICO said.

Demand for further implementation of fishing vessel insurance

Nghe An is one of the leading provinces in the number of vessels taking part in a insurance programme under Decree 67. In 2015, PJICO paid 3.6 billion VND in compensation for the fishermen. The figure climbed to 9.1 billion VND in the first six months of 2016.

PJICO has to date paid over 18 billion VND for fishermen and is assessing documents for compensation.

The decree will be reviewed for further implementation. Most of fishermen expect their hope that the government and insurers will continue to support them through policies and programmes like this./.
